Jocelyn Baker

Jocelyn Baker became the Acting Public Service Commissioner in February 2022. Prior to this position she was the Assistant Deputy Minister of Human Resource Operations with the Public Service Commission.  She has been leading transformation of human resource processes and the delivery of recruitment and human resources services with a client focus since March 2018.

Jocelyn was with the Department of Conservation for 14 years in numerous roles, with 8 of those years as a member of the department executive.  Through this time she led major change management initiatives, strategic and corporate policy and program development, and employee engagement initiatives.  She initiated the department’s journey into Lean and Continuous Improvement and was the department’s Executive Lean Champion, Executive Learning Champion, and Executive Diversity Champion.  She was the executive lead for legislative development for 7 years.  

Prior to joining the Manitoba public service, Jocelyn worked as a Regional Forester for the Province of Saskatchewan for 7 years.  While working for Saskatchewan she also led an integrated land use planning process which covered an area of approximately 4.4 million hectares of northeastern Saskatchewan and included 11 First Nation and northern communities.  During this time she received the Saskatchewan Environment’s Award for Excellence for her role in the development of an Environmental Management System for the forest ecosystems program.
