Philip Rizcallah has spent a combined thirty three years within the federal government working with the Federal Fire Commissionaires Office, Public Works Government Services Canada and over the last 20 years (just prior to being appointed as the Chief Executive Officer for Accessibility Standards Canada), has led research and technical teams at the National Research Council of Canada as a Program Director for Construction, and prior to that as Resource Director for the Building Regulations National Codes Unit.

Known for his ability to effectively and efficiently manage programs consisting of multidisciplinary teams, Mr. Rizcallah has led strategic project proposals in the area of accessibility, climate change, energy efficiency, fire safety and wood construction, and built teams to execute these projects. He has developed and leveraged client relationships with many strategic government and construction industry partners.

As a key player of the Regulatory Reconciliation Cooperation Table (RCT), and federal representative of the Federal Provincial Territorial Working Group, he worked to align National Construction Codes in the country, introduce freely accessible codes and contributed to the development of the ongoing RCT Agreement, which will be key in harmonizing codes and accessibility requirements across Canada.

A registered Professional Engineer in the province of Ontario, Mr. Rizcallah holds a Bachelor of Mechanical Engineering (Technical University of Nova Scotia) and a Bachelor of Science, Honours Mathematics (Dalhousie University).
